Having clear discharge is perfectly normal. It doesn't sound like a yeast infection - yeast infections are characterized by itching and a cottage cheese-like white discharge that doesn't smell. Green discharge could indicate a bacterial infection or something else. You should definitely see a doctor about it.

Here is a link to a site that is very helpful for girls your age with body questions-I had to book version of this site and I STILL have it for any question!!And Im 20..lol.

here is some info from that site about yeast infections...

Small amounts of yeast fungus are often found in a healthy vagina. But if too much grows, it can cause a yeast infection (vaginal candidiasis), which is the most common vaginal infection of them all.

The symptoms usually include a thick, cheesy, itchy discharge said by many to resemble cottage cheese.

Yeast infections usually aren't caught from a sex partner. You may be more likely to get one if you use antibiotics, are pregnant, have diabetes, or stay hot and sweaty for long periods of time. Some women get frequent yeast infections for no good reason at all. Yeast infections aren't dangerous, but they are itchy and a big pain.

Yeast infections can be cured with topical creams and suppositories which are now available over the counter, but you should still go see a health care professional if you haven't had one before.

Symptom Definition
Normal Vaginal Discharge: May be clear or white, thin or thick. It is not odorous and there is no itching.
Abnormal Vaginal Discharge
Yellow or green vaginal discharge is usually from an infection.
A foul-smelling discharge is usually from an infection.
A thick, white, itchy, cottage cheese-like non-odorous discharge is often caused by a yeast infection.
Common Causes of an Abnormal Vaginal Discharge
Vaginitis: Vaginitis is a general term that means "vaginal inflammation." Vaginal discharge and genital itching are the symptoms of vaginitis. Vaginitis may occur because of chemical irritation (e.g. excessive douching, or excessive use of over the counter yeast medication) or vaginitis may have an infectious cause. The three main infectious types of vaginitis are:
Candidiasis (thick, white, cottage cheese-like, non-odorous discharge)
Trichomonas (foamy, yellow-green foul-smelling discharge)
Bacterial vaginosis (white-gray discharge, fishy odor).
Vaginal Foreign Bodies: Vaginal foreign bodies (e.g. forgotten tampon) must be removed to prevent vaginal infection. Sometimes these are not discovered until after the woman goes into the doctor for a bad-smelling vaginal discharge.
Sexually Transmitted Diseases: Gonorrhea and Chlamydia are sexually transmitted diseases the symptoms of which may include a new or abnormal vaginal discharge. Other symptoms can include pain with urination, pelvic pain, and bleeding.

Sorry sounds like you'll need to see your doctor. A clear discharge is normal. Itching and white discharge may be yeast infection, but green sound like an infection.
You say you've just started puberty, have you been using tampons? If so make sure you haven't forgotten to remove it as this can cause infections which can be quite nasty.

Your symptoms do sound 'normal'
You may have an infection, but it is quite possible to have a normal yellowish discharge without any bacterial infection. Look at http://www.nlm.nih.gov/medlineplus/ency/article/003158.htm
Go and see your GP/ school nurse if you feel you need to.

Good news is that the discharge slows down when periods start.

This is not the norm but don't worry it doesn't sound like a disease but go to the nearest health care clinic.
