You should have "Internet Explorer icon, when you open your start in your tray. You can send a shortcut to the desktop.

My computer, then C:\ then Program Files, then Internet Explorer, right click the IE icon and select send to desktop.

If you go into start> all programs> find internet explorer> right click on it and create a short cut to your desktop it will be back!

in windows explorer goto.
C:\Program Files\Internet Explorer
Find the file iexplore.exe
right click the file and choose Send to>Desktop (Create Shortcut)
