Winrar costs money and is too complicated if you don't already know what a .rar file is. Download the free program alzip at http://www.altools.net/
This free program contains no viruses or spyware; is small and uses very little memory and can unpack an incredibly wide variety of file formats including .rar. I use it all the time to open .rar files.
You can open the files by opening the program and telling it to open the file or by right clicking on the file in Windows Explorer where Alzip will place an option for the file's unpacking.

The correct term is unrar. Basically, most compression utility nowadays support RAR reading. But nothing beats winrar. Open it and drag the files for the winrar window to place you want it to be extracted.

you have to have a programme called Winrar on your pc without that you can not open rar files

if you have Winrar just click with the right button on the file and then click "Extract here" or "Extract files"
If you don't have one you can always download Winrar from download.com
