That's not in the Bible. About the closest you can find is this.
Mark 10:14 When Jesus saw this, he was indignant. He said to them, "Let the little children come to me, and do not hinder them, for the kingdom of God belongs to such as these. 15 I tell you the truth, anyone who will not receive the kingdom of God like a little child will never enter it."
1 Corinthians 1:18-21
For the message of the cross is foolishness to those who are perishing, but to us who are being saved it is the power of God. For it is written: "I will destroy the wisdom of the wise; the intelligence of the intelligent I will frustrate." Where is the wise man? Where is the scholar? Where is the philosopher of this age? Has not God made foolish the wisdom of the world? For since in the wisdom of God the world through its wisdom did not know him, God was pleased through the foolishness of what was preached to save those who believe.
1 Corinthians 3:18 Do not deceive yourselves. If any one of you thinks he is wise by the standards of this age, he should become a "fool" so that he may become wise. 19 For the wisdom of this world is foolishness in God's sight. As it is written: "He catches the wise in their craftiness"; 20 and again, "The Lord knows that the thoughts of the wise are futile."

Jesus does say, " I am THE WAY, THE TRUTH and THE LIFE. NO ONE comes to the Father EXCEPT THROUGH ME. So you'd be mad not to believe in Him. The Bible also says, The cross is foolishness TO THOSE WHO ARE PERISHING but to those of us who are being saved IT IS THE POWER OF GOD. I guess that means you're also in a little trouble in the afterlife. You might want to re-think your position.

Jesus never said that. He was accused of being mad and would say things like you think me mad but.
Start with Matthew and read all the way through to Revelation.

If you are asking whether Jesus ever says 'you don't have to be mad to believe in me but it helps', well he doesn't say that. Your question is very badly phrased

um it doesnt? do your research before you ask such a question. being mad has nothing to do with believing, however people do tend to see God in the worst of situations
