If the child has lived with you since her birth, yes you may claim her as long as the mother does not. This assumes that you and the mother are not married. If the child does not live with you, the mother will have to give you Form 8332 for you to claim the child and you must attach the form to your tax return.

The impact on any public assistance is up to the state though generally benefits are based upon family size. This does not necessarily depend upon who claims the child on a tax return though you'll have to check with the public assistance folks on that.

Any child born in 2007 can be claimed as a dependent for the entire year.

Letting the mother claim her may qualify her for additional public aid and/or an increase - mothers with dependent children. You would have to contact your local Welfare Department to know exactly how she would be impacted.

she can be claimed for all of2007, but as far as who claims her, that would depend on custody between you and her mom
