if you celebrate christmas, the two of you can decorate your tree together. you can hand her the ornaments and then she can put them up. at some point (while handing her the ornaments) hand her a little box with the ring in it instead. and ask her to marry you.

Sometimes the simple ideas are the ones that work out the best.
In our case, we had spent the day at his sisters house for Christmas, came home, and had our own Christmas celebration. After we had unwrapped gifts and were just doing every-day things like cleaning up, he brought out the ring and proposed.
I believe most every lady would like her man to get on one knee or at least sit beside her, make eye contact, and have a few simple things to say about how much you love her.
If you do these three things than your will be a success no matter where you are or how formal or informal you are.

Take her out to dinner at her favorite restaurant - theoretically, this should be one that you're familiar with as well. Arrange for a special dessert before you go - perhaps ask them to do a special presentation, with the engagement ring stuck on top, or simply "Will You Marry Me?" written on the dessert plate.
Honestly, though... You know her better than we do. Theoretically, you have a MUCH better grasp of the things she considers "romantic". Either way... Good luck. :)

I don't know what the most romantic would be but it should be something special to the pair of you.
I proposed to my (now) fiancée whilst we were on holiday in Malawi. She actually comes from there and hadn't home for 3½ years so it special for her to see her family again and meet me at the same time. Then whilst we were in Salima on the shores of Lake Malawi I proposed to her in front of her family. She was delighted and very happy.
Roll on June 2009 when we go back and get married there.

I took her on a secluded walk but beforehand I attached the ring to a low branch I knew would pass her face. She said yes.
Just make sure nobody nicks the ring! Possibly get a mate to keep an eye out for you. Good luck!

How about traditionally, on one knee
Take her to a nice restaurant, then purpose.
Check to see things she likes, for instance if she like sports the purpose on the big screen. Or if she likes fireworks, take her to a fireworks display and write the words, "will you marry me of sprinklers"
One way would be to tie a sign on a bridge as she drives her car from work, you can be waiting by the road side for her to pull over or be in the car.
