I think it was petty (no pun intended, sorry). Not only was it the carrier, but the entire carrier group.
First the Chinese said, "no, you can't come", then, literally 2 days later said, "sure, you can come". They were jacking with the navy, for sure.
One of my son's fellow officers on their destroyer had forked out $3000 for a plane ticket for his wife to get to HK to see him at Thanksgiving. No go, of course. Shi*ty? You bet.
I think every American should boycott ALL Chinese goods indefinitely. I have for over 15 years. All the more reason, now.

It might have been a decision made by some low-level flunky at the headquarters of the military district of Guangdong, which is located in Guangchow (Canton) just up the road from Hong Kong. That military district is the "F Troop" of the Peoples Liberation Army. But, they do exercise military jurisdiction over the Hong Kong Special Autonomous Region. Before Hong Kong reverted to Chinese control, this headquarters' major activity was stealing late model luxury cars off the streets of Hong Kong and selling them on the "grey market" via Fuchien Province across from Taiwan.
This is the same bunch that forced one of our Navy recon aircraft onto Hainan Island some years back. I'm sure whoever made the decision has been quietly dispatched from his job (and maybe this world) by the boys in Beijing.

China has , as any nation does , the perogative to excercise the right of choice . Their refusal was a tit for tat response to the U.S. honoring the Dalai Lama .
However , it was , at least , a poor choice and disrespectful to our servicemen/women and their families who , understandably , were anxious to see loved ones and who spent a fair amount of their resources to travel - a very rude inconvenience authored by Chinese officials .
China loves American money but not the Americans themselves .
It was not an unreasonable accomodation to allow these ships to dock and allow families to spend their holidays together .

It was a dirty trick to invite the carrier and her escorts to call at HK and the turn around and rescind the decison at the last moment. If they don't want USN vessels in their ports that would be their call, but it's just not good to go back on an invation already made.
