Yes you can. There are laws against wearing certain military decorations where the intent is to make it appear that you have been awarded that honor (Congressional Medal of Honor, Purple Heart, etc).
There are also legitimate laws about a military person not being able to wear a uniform (whole or part) while engaging in public protests or events because of the appearance that the military endorses that particular protester's viewpoint.
I think people get confused because of the legitimate law and extend it out illogically to the uniform itself. When we switched uniforms in the Army my friends who are hunters all wanted my old Army stuff. Surplus stores make a killing selling all the old stuff as well.

You can wear anything you want as long as if does not say US Army, Navy, Air Force, US Coast Guard, USMC and all rank, medals, unit crests, service stripes, overseas stripes and any other military insignia or badges have been removed.
The wear of military uniforms can be a felony under US Code for civilians or the UCMJ for military personnel.
Your safe just wearing the pants. Trying to appear to be a member of a Force, attempts to discredit a Force or to gain access to areas you are not authorized is the concern and reason for the law.

You can wear whatever you want in New York. No one's going to look twice.
If you are in the military and want to know if the Army would approve, you'd know the regs better than I.

We're all citizens. You're a civilian. I assume you are referring to the BDU pants, but it doesn't really matter. Since you are not connected to the military, you can wear whatever uniform you want out. If you want to take a dress uniform and wear it sleeveless, you can.

legally, yes you can, but it can be viewed as bad taste by some vets. i cringe when i see people wear military camouflage as a fashion statement. it's part of a uniform, and members of the military are drilled constantly about proper wear of said uniform. there's an entire book that tells troops the intricate details of wearing the military uniform.

for my section its no longer ok.
