Yes God laughs. The bible teaches God will laugh at us in our calamity. (Job 41:29, Psalms 2:4, Psalms 37:13, Psalms 59.8) After all we do as we please, deny God, mock God, why shouldn't he laugh at us in our calamities?

I think you are talking about anthropomorphism. I certainly give my dog human traits. But God does enjoy his creation and laughter is part of it. I've had my prayers answered in amusing ways that makes me think God does indeed know humour.
