If a stranger delivering an eviction notice got stranded at my home, and he was annoying and mean (not to mention he was there to throw me out of my home), would it be illegal to not help him? Let him stay out in the freezing cold in his car stranded, or maybe let him stay in the barn? Even if he seemed like a safe person, wouldn’t it seem risky to let him stay in my home with my children and I? Would I be held accountable if he froze to death in his car?

That's his problem if he is stranded. Why volunteer your service's and hospitality to a complete stranger? Beside he doesn't care about your children being stranded and evicted. F@#K him/her let them freeze. That's not your problem, he got an employer to send help for his situation.
