Read the recipe. If it says you do, then you do.

If you don't have any milk on hand and can't go buy any, look online for other cookie recipes. There are plenty of them that don't require milk!

Lots of cookie recipes don't need milk. I always make the original Tollhouse recipe, no milk in that.
