It depends on how you rationalize. I would say the answer is true. For example, we are taught from an early age that George Washington chopped down his fathers cherry tree, but could not tell a lie and told his father. The whole story is a lie to promote patriotism.
Second example, anyone who plays Santa to their children. They are asked by their children at an early age, "Is Santa real?" Everyone wants to keep that alive for as long as they can and answer with a resounding "yes."
There might be times when you see a baby that is not very cute, but to avoid hurting the mothers feelings, you say the baby is cute.
The better question is, When is it OK to lie?

Simple human nature makes everyone lie.
What you tell an adult will differ to how you tell a child. How you tell a loved one something unpleasant will differ widely from how you tell a stranger.
Variations on the truth cannot be the whole truth and are thus lies.
The simple fact is that not all lies are bad - lies that soften hurtful news and a whole host of others simple demonstrate human kindness and understanding.

You are a little confuse about that : "which ever answer blah
blah, blah" true is not subjective it is objective, if a particle moves and you say it moves then it is true, if a particle do not move and you say it did then it is a lie, when you say the particle is moving fast then you may be lying because is just an opinion, a viewpoint, another person may say it is moving slow, that is their opinion, the true is physical and has to do with solids movement or the lack of it

some human beings do usually study the T&Cs, even inspite of the undeniable fact that the explanation they are there is so as that if some thing is going incorrect, you may't sue the business enterprise because of the fact it is of their T&Cs.
