Which directory did you download your pics into?
By default (if I recall correctly), Picasa only searches My Documents/My Pictures for new pics.
You can also configure Picasa to search other directories.

Right click on one of the picture files and choose the "Open with" option. If necessary, brows to the Picasa.exe file. You will find it in "C"/Program files/Picasa.

Make sure there is a check in "Always use this program to open these file types.

Also, make sure that you download to a folder that Picasa looks at.

You may want to switch from Picasa to a little better graphics editor/viewer such as Xnview or Irfanview. Both have been around for a long time and work very well, and both are free.

this could be due to file association right click on one of your downloaded pics go to preferences then associate the pictures with picassa as in open with
