He broke up with his ex girlfriend.. It was hard for him to forget her.. Now he says he's over her but i feel he fears love.. He doesn't want to take risks and fears commitment.

You may be right, but that's not an all or nothing event, but one that develops in stages, so give him credit for where he is now...it's a credit to you, as well.

Believe that he loves you, you can love some one with you whole heart an still worry about commitment. Its hard to let your guard down after having your heart brOKen. What commitment do you want maybe out line it for him an let him know its ok to need space as long as he is monogamous.
