我希望你能去回到USA慶祝你的生日。 Wrong.
Should be 我希望你能回到USA慶祝你的生日。Means "I wish you can return to the USA to celebrate your birthday."
But no one would say this: Who would wish someone can go back to the US to celebrate their own birthday on their own all alone with one one to be with?
Perhaps something is missing?
"我希望你能回到USA跟親人慶祝你的生日." = I wish you can return to the USA to celebrate your birthday with your family.
Note: although 希望 means "to hope", but when translating you need to be flexible and use a suitable word, rather than translating using words "as is". Here, I think the word "wish" is a more suitable word because on birthdays, people tend "to wish" in front of the cake, not "to hope" in front of it. Ever heard of anyone saying "Make a hope", especially on their birthday? I hope not.
If it's really your birthday as you type this, I wish you "Happy Birthday!" Make a wish. Hope you're celebrating with family and friends.

In this case luckily english and chinese grammar are somewhat similar, so let's translate word by word:

I=hope=you=can=be back=to=USA

to celebrate=your=birthday.
Grammatically okay, people will understand, but the use of "å»å" sounds somewhat weird or redundant. The word "å" already has the meaning of "coming back"/"returning", and in such case you can omit the word "å»" which usually means "go".
u're asking someone to come back to USA to celebrate his/her own birthday? :p

It literally says "I hope you can go return to the USA to wish your birthday"
It means for someone to return to the USA to wish someone a happy birthday or to celebrate a birthday.
