It depends on if he's standing IN or OUT of the box when this happens.

Some cats just stand too near the edge when they go and it goes over the side. That's why having paper under the box and out about 9" is a good idea.

If he stands outside the box and goes next to it, there's something he's finding wrong with the box. Is it too full? Has it been cleaned recently? Has the level of the litter been raised too high (some cats like only 1/2" of litter in the box). Is there more traffic going BY the box so he feels the need to possibly run (going next to the box gives him a faster getaway, yet he makes the concession of being by the box just on principle). Has he been scared out of the box by another pet, like a dog or an aggressive cat?

Some cats, too, want one box for poop, one for pee. Simply getting another box fixes this.

cat's are clean freaks, so you may have to be cleaning its litter box once a day. do a thorough cleaning of the litterbox, wash it, wash the floor around it - and then put in clean litter and see if it does it again. my cat poops in other places sometimes when his litter box isnt cleaned to his "standards" , once i do clean it, he jumps right in. It could also have something to do with the type of litter box. If it has a lid, he may have trouble going inside of it so you should take it off. If it doesnt help, you may want to check him for any injuries or illnesses to make sure hes ok.

You didn't mention how many boxes you have. Sometimes cats will only pee in one box and poop in another. My two cats are like that. He may also not like the speicifc litter you have for his poop. Try adding another box, and if that doesn't solve the problem, you will need to experiment with litter types.

if the litter box is clean and the cat still scratches in it but it ends up on the floor you may need a bigger litter box or you can try a box that has a lid on it.

I disagree with the first answer they will just go somewhere else cats are picky they do not like a dirty litter box remember they have to stand in it to use it so change it often if you are lazy like me get an automatic one less hassle and a cleaner smelling house.
