Can the world be one on a spiritual basis?

Yes.. thats what the whole concept of Spiritual,

I can tell you one example,

1 Indian boy claims the sun as "Indian Sun"
1 Pakistani boy claims the sun as "Pakistani Sun"
1 British boy claims as "British Sun"
All these boys were claiming the sun as their own.

Now you know the fact that there is only one Sun. And everybody is claiming their Sun is superior than others.

But once everybody understands, Sun is ONE, then definitely World can be one on the same consiousness.

I believe my difficulty in fully comprehending your question lies in the fact that there are two dimensions to the question and only one of them is factual or Real.

The Spiritual realm is an Absolute realm, which means that it is permanent. The physical world as we perceive it with our brains and physical senses is a projected illusion. Illusion in that it has a beginning and an ending. The physical world came into being, and it will be withdrawn in a process known as dissolution. Dissolution occurs after many millions of years of existence, and when it occurs, everything of the physical world is withdrawn up to the top of the Astral region, and all the Souls go into a "sleep" mode. It is dark for a period equal to the time it was light. At the conclusion of this dissolution, the physical world begins again, and the Souls are reintroduced into it.

At even longer intervals, there is a Grand Dissolution in which everything up to the bottom of the Spiritual regions is withdrawn. This length of time between Grand Dissolutions is very great.

Another dimension of the question might be... can the physical plane replicate the Spiritual region? This is not possible because in the physical world the MIND is dominant, which means duality and good and bad. By stark contrast, within the Spiritual region only Love, Wisdom, Peace and Absolute Joy exist.

Many are unaware that God has already set up a government that is capable of uniting the world on all levels The Bible says about God: “I, even I, have installed my king upon Zion, my holy mountain. Ask of me, that I may give nations as your inheritance and the ends of the earth as your own possession.” (Psalm 2:6, 8)
As the Universal Sovereign, Jehovah God through his Son will wisely exert the power to make the changes necessary for a united world. God’s government will bring about true unity and will bless all lovers of righteousness. Why not take a few minutes to read Psalm 72 in your Bible? There, a prophetic picture is given of what rulership under God’s Son will do for mankind. People will experience true world unity, and all their problems—oppression, violence, poverty, and so forth—will be gone.
In today’s divided world, many think that such a hope is unrealistic. But it would be a mistake to think so. God’s promises have never failed, and they never will. (See Isaiah 55:10, 11)

People should unite for a common purpose, to incite themselves and others for world peace and harmony among all religions and communities. When I think of the gathering for the 'Haj' in Mecca, I wonder why not something like this for a spiritual reason.

It's mind which creates division and structure to understand a system. To understand a system, mind first decomposes (i.e. divides) a system, and then reunite the divided components to form the system again. Problem is that we (our ego) start identifying with the divided system (which is incomplete in itself), ignoring the whole!
