If you want to get all technical about this......
CANADA (Provinces)
Ontario - Separated by the Niagara River, Lake Erie, Lake Ontario & St. Lawrence River as a border
Quebec - along Northern New York State
UNITED STATES:
Vermont - Along NE New York State & Lake Champlain
Massachusetts - Along the central eastern part of New York State.
Connecticut - On the SE part of New York State as well as the center of the Long Island Sound from the "tail" out to the NY/CT/RI border by Fisher's Island.
Rhode Island - YES! Look carefully on a map! New York DOES border Rhode Island....by water only (Block Island Sound) nearing Fisher's Island
New Jersey - across the Arthur Kill, Kill van Kull, The Narrows, Hudson River and on land going diagonal via Rockland and Orange counties.
Pennsylvania - The longest border of New York State..continues up the diagonal via the Delaware River, bending at Hale Eddy, NY and going straight (east to west) for approximately 280 miles, turning north at Cutting, NY to Lake Erie.
(P.S. - for Scots Pines:
I called up a friend of mine who works for the U.S. Coast Guard. She told me that the area that is the New York/Rhode Island border was done for jurisdiction purposes involving incidents in the region. Even though Block Island Sound is in Atlantic Ocean waters, it is still U.S. territory (being that it separates Block Island, RI from Long Island, NY) and not considered international waters (being the Atlantic Ocean) until 2 miles south of Block Island.
Therefore if a boat was in distress or a plane crashed in the waters of the region, it is a matter of jurisdiction on whether New York State officials or Rhode Island officials investigate after the Coast Guard does their investigation.)

Woodstock, ny. We have been given a foot final night, and engaged on the 2d foot now. meant to get 2 ft via the tip of the day. whats up, final week the "lake result" have been given some cities in upstate ny with in simple terms approximately 10 ft! think of that!

Are you going to believe anyone, or are you going to be good to yourself and take a good look at a reliable source? The person who said he checked The Rand McNally Road Atlas surely makes a good recommendation for a source for you to check yourself.... or are you just trying to find out if we know?
(p.s. I don't understand how water forms a border ~ to Rhode Island ~ but maybe there is a factor I don't understand here)
