Being India is quite over populate I would say no. For each one that leaves there are at least 100 being born to take their place

If I wanted to know more about that, I would compare the number of Indian MDs working in India compared to Doctors from India working elsewhere.

Looking at the hospital I go to, most of the Doctors are from India, most of the nurses are from the Phillipines and most of the patients were Mexican. Americans ran the information desk and the gift shop.

I see no evidence of that. If you have a link I'd like to see it. Why would an educated Indian living well in the US or Europe want to go back to India?

Brain drain is not brain drain. It is a euphemism for economic migration...euphemism for survival, or search for greener pastures
