I had to have my dog neutered too after it was discovered that his testicles were undecended ( had not dropped down). If you have had him all of his life, I would say that his testicles are undecended.
If you got him when he was older, ask the previous owner if he was neutered and get proof of the operation.
You MUST TAKE HIM TO THE VET. The vet told me that the body will think that the undescended testicles are a foreign body and actualy attack them.
I got lucky in that my dogs testicles were close to the surface and the vet said fairly easy to find and remove.

I take it you know for a fact he's never been neutered.
If he hasn't been neutered, the likelihood is the testicles are there somewhere up inside. It's pretty common for testicles to just never have descended, but it's extremely rare for even one, let alone both of them, to just have never developed.
Obviously you need to go to a vet to find out what's going on here. If the testicles are up inside, and they probably are, the dog has a rather large chance of getting testicular cancer as the testicles will become strangulated inside. They need to be surgically located and taken out.
I take it you're quite sure the dog isn't a female - I mean, he has a noticeable penis, right?! Have to think of the obvious things!

Your bulldog may have what's called cryptorchidism, or "undescended testicles". You can read about it below. It's recommended that pets with this condition not be breed, as it is passed on genetically. Surgery by a reputable veterinarian can correct this fairly easily.

Don't punish her! Every child is going to grow and learn at their own pace. Pushing or forcing a child to learn will usually turn them in the opposite direction. Don't punish her! A young child's attention span lasts only a few seconds, so you can't expect as much from her as you would say, a six year old. Encourage her. Read to her, alot! I would also recommend the Baby Einstein video series and playing the ABC song on a cd player as much as you can. Just try to make it fun for her and try not to set your expectations too high. Don't punish her!

if you have had him since he was a puppy and still nothing have the vet check him out cause that could be a problem if you just got him he may be fixed.. either way you can ask your vet just to make sure..

He is either neutered.. Or he needs to be neutered before those retained testicles start to cause him problems.
