I am making a cookie that requires that I blend the oatmeal to a fine powder however I do not have a blender or food processor is there anyway to do this without a machine??

I don't think that any thing will grind it into fine powder except a food processor or blender. I put some in a zip lock and tried to use a rolling pin on it and it did not do any thing.

You could get a plain instant oatmeal. You know, the kind you just stir up with hot water. It's ground up quite a bit, perhaps not to a fine powder but considerably more than regular oatmeal. You'll just want to be sure to get an unflavored version.
