He immigrated to the USA in 1946 because he wanted to escape from the damaged Germany from World War II. I was wondering if he can use this old license to drive in the USA (specifically California) if he hasn't driven since he moved here? Is it allowed?

If Germany is willing to honor the license, then he can use it for 1 year after arrival. After that, he needs to get a California license. I believe that until recently, German licenses were good for life, so if he had moved in the last year he could have used it. That would be pretty crazy. I'd love to have a youtube video of a cop pulling him over.

But since it's been more than a year since he immigrated, he can't use it. But definitely save it. It will become valuable some day.

I obtained my learner's permit when I turned 16 and I got my license at 16 1/2. These were the youngest ages permitted by my state when you had taken a Driver's Education class. I got my first car before I turned 17. My parents and I split the cost of the vehicle. It was actually a small 2 wheel drive pick up truck purchaed at an auction. It was by far not the coolest car in the school parking lot but it was a car. I saved my money and bought a better one after college.

No he can't.

But it can probably be sold on eBay as a collectible.
