she is a shy girl. she doesn't start the conversations most of the time. in the beginning she showed some interest in me but later she stopped talking to me. we are both in high school.

Don't get emotionally attached to any girl you meet for the first time, even if she looks, and acts like an angel becuase it could end very bad for you in the end. If she hasn't called you back or didn't show up at the time you guys planned it means its over. If she lost interest in you when you guys talked I think it means she doesn't want to go any further with you.

Well, you know she's shy. I would suggest you accept her answer and relieve the pressure by being relaxed about it. Tell her that you like her - in you're own special way - and then suggest she let you know when she's free to 'grab a bite" or something easy - maybe together with a group (small trusted) of friends. i'm sure her girl friends could have planed something with her
or maybe she just doesn't want to go out with you yet
If you ask her again and she says no than thats a rejection.

she might not know if shes allowed to go out if she is truly shy. or she might fear the whole relationship stratosphere.
if she acted like and said she was sorry she couldnt come, then she prolly isnt rejecting you. in a week or so ask again, if she says she is busy again, ask when shes free.
next time, if someone says theyre busy, offer to meet their schedule; that way youll know if its rejection or not. or maybe theyre just being nice...

Nope, means she has something to do. Try asking her again next week, if she gives you the same excuse... your follow up is "Well if another is day better...." and give her a chance to give you a day. If she says she doenst no, or she really doenst think so... than thats rejection. The key is to not be annoying, but dont give up just yet.

Usually if you get that answer you should follow by saying, "Well maybe we can see a movie on another day?" If she says yes then it's a go. If she gives you a different answer she's not into you.

not necessarily, maybe she actually did have something to do. If you ask her out again and again and she keeps coming up with this answer, then yes, maybe it is a polite way to say no

if she is a nice shy girl and you are not an obnoxious ugly smelly boy then she probably really does have something going on
