It means that the item was purchased and did not work.
It was returned to the manufacture and they fixed it.

It means the TV has a little history. Perhaps somebody sent it back because it didn't work. Back at the factory, they either tested it and found out that it actually did work, or they found some little problem that was easily fixed.

Because of this history, you'd expect the TV to be a little cheaper than a brand new TV of the same model. There is a little bit of a risk, too, that the TV still has a problem that won't show up in the factory, but shows up in your home, too.

It may also mean that there is no warranty. Read the fine print carefully! In the end, choose the combination of price and risk that feels right to you.

It means it's used.
It does'nt go back to the "factory," it goes to a depot that refurbishes tv's.
Make sure that the price reflects this.
