Usually but not always the guys. Some guys are really shy though, and so the girl should make the first move!
It`s not important who moves first!

These days, it perfectally fine for the girl to ask for a date. Personally, it shows she's interested in me if she wants to see me again.

Um it depends on a lot of things..Who has more guts? Who likes who more? Who gets the idea first? Who gets interested first? Yeah a lot of questions...Probably the guy.
