Technically, the bottle has to say 2 oz. but if you really wanted to, you could could argue that it is in fact 2 oz.
As long as it is less than 3 oz. then you should be alright, I'm not making ant guarantees, the still might confiscate it. Also you should make sure that you have the shampoo and any other liquid cosmetics in a plastic sand which bag or freezer bag, reason being that the altitude of the aircraft will cause a change in pressure in bottles and cause them to rupture.

the TSA website specificaaly says NO! You cannot use the shampoo WHILE you are flying anyway...so you do nto even need to carry any in your carry-on bag. If for some reason , you want shampoo in your xarry -on bag...it must be in a bottle that cannot hold more than 3 oz. of fluid.

Just go out and buy the proper 3 oz bottles! Argueing technicalities will only hold up the line! And who needs that?
