Im wondering if anyone knows where I can find information about this subject.

Buckeyes are the nuts that fall from a buckeye tree. They call them buckeyes cos they look like the eye of a deer.

I recently had some shea nuts sent over from Canada and ran into some issues. You do want to get your phytosanitary cert. at the origin site. Send your friend to an inspection station near the customs office usually near any airport. Also you may need to pay some special custom fees on this end. Buckeye is a tree and should be easily imported, they usually just try to keep out super noxious or spreading plant weeds but, it may vary country to country..more than likely you can just mail it and it may come with a nasty warning letter. I don't know what Germany's laws would be, but you could check this website to find a USDA Plant Export Specialist who would be able to tell you what you'd need to do from the US side.

Most of the concerns would be related to pests/diseases that may hitch a ride along with the seeds. I'm from Turkey. In my country, agriculture custom responsible wants:
1. Import permission ( your friend in Germany should be supply).
2. Phytosanitary certificate ( you should supply).

Regulations of procedure may be different in Germany .
