it doesnt mean he doesnt think them, i find im terrible when it comes to telling a girl what i think, ive trained myself to say something straight away as soon as i think it. he may think you are, just doesnt think to say it

Because that's flirting.
He could be shy, or have some other circumstances.
As others mentioned, he might also be worried that some people take it the wrong way. We all know what we want (SEX) so if he says that then you could take it the wrong way (2nd guessing your response). It's complicated ain't it.
