I am an autograph collector and there is a fellow collector who brings his child along. The child is three years old and does not want to be there.

The hobby consists of long hours outside and dealing with the weather. During the spring and summer, it isn't so bad, but lately he has been bringing his child to go for celebrities in cold weather in light jacket. Several times I have seen the child cry out that she wants to go home, but her father won't listen.

When asked why he brings his child, he replies, "My family doesn't want to take care of her." We have tried several times to get him to get a babysitter or, not go to the shows if it means harming his daughter, yet he continues to bring her.

I am seriously considering contacting child services, but don't know if I am overstepping my boundaries or if there is another step I can do. After all, it is his child and he has the right to raise her as he sees fit

maybe the dad is doing the best he can. it's hard with no help from family. maybe you can offer to babysit or make arrangements. why would you call child services...on what grounds because you think he's "harming" his kid...leaving her at home by herself and neglecting her that way would be harmful. believe me, there are worse things done.

You are better off to make the confidential report to Child Protective Services / Social Services. They will know what can be acted on and what can not. While this is a minor-sounding offense, there may be no action "this time".

However, formal record will be made of this child's safety. In the future when other offenses are turned-in to authorities, there will be a track-record in place. That will bring more of a serious flag to this child's future reports.

For the sake of the child, I do hope you'll say something.........
After all, a child of this age cannot speak in her own behalf. Some responsible person needs to be her voice.

He did that because of his caring nature towards the child. Most probably he didn't have any other choices. To get a baby sitter he had to spend and I'm not sure whether he afford it. May be the best choice is to send the child to a day care center which some could be managed by government agency, and the fee is quite reasonable. Other wise, you have to report it to the child services.

I was shocked when I was in Germany I noticed that the babys in the strollers were left outside the store alone while the parents shopped, in the cold snow weather. Well they have been doing it forever, and they seem to show no ill effects.
If you lived in the north and it was winter ...maybe.
But really kids play in snow all day in the winter , uncomfortable is not abuse , it is part of life.
