why does my answering machine record those canned messages?

After someone calls and doesnt leave a message its like the message machine hangs onto the line and records one of those automated responses from the telephone company.....like remember you must dial area code first before dialing the number

Do the newer cordless phones with voice mail have features that prevent that from happening?

it hung up and its acting like its off hook untill the message machine hangs up.
