In ALL branches, ALL officers are rendered a salute by enlisted personnel.
As a vet/retiree I have earned the right to render a salute to any military person I want, whether a PFC or a COLONEL/CAPTAIN. I was getting gas the other morning and a Navy Captain was gassing his car in front of me. I walked up to him and rendered a salute and said, "Captain, thank you for serving our country.:" He was a bit shocked, but came to attention and returned the salute and said, "Thank you. No one has ever said that to me." I have saluted a Navy seaman, a Marine PFC and others, and thanked THEM in the same way. Every time I go through the gate at the Norfolk Naval base, I thank the guard for his/her service to our country. I feel it is an honor to be able to render a salute to our military men and women.

It is standard procedure for every enlisted man to salute ANY officer from 2Lt. - General. In the Navy it would be Ensign to Admiral. Warrant officers also rate this courtesy. This is taught as customs and courtesies. Each branch has there own order number stating this. It does not matter what branch you are in, you must salute an officer of another. Unless in hostile territory, saluting will get the officer killed by an enemy sniper.

Anytime you approach an officer you have to salute them if you are of lower rank. So enlisted personel always salute officers and a LT would have to salute a Captian a Captian a Major and so on.
It doesnt matter what their position is if they outrank you you salute the officer.
The only time this doesnt apply is indoors if you are not under arms. Marines dont salute indoors becuase they dont wear covers (hats) indoors unless they are under arms and you never salute without a cover.

Every Officer of every Branch of the service is saluted by enlisted members, and by any officer that they out rank.
I am sure there is a Marine Regulation on this but its common sense to anyone who has made it through the first day of Basic.

Rank doesn't matter, the commission does. You come to attention for your commanding officer. The CO of a base or ship just happens to be everyone's commanding officer there so attention on deck will be called no matter what other officer may already be present. All commissioned officers of the U.S. Armed Forces are direct representatives of the President of the United States and you always come to attention for the ranking representative of the President. To be exact. "When an officer enters a facility where he out-ranks the senior officer present, the first person recognizing him/her will call "Attention on Deck”. " Because there is now a new commander in the room that must be recognized by all present.

All Officers are saluted by all enlisted, and officers who are of lower rank.
The only exception to this is that LTs do not salute each other. It's not a regulation just tradition (rank among LTs is like Virtue among whores)
