If you're splitting one bill between 50 people, you need to set the menu beforehand with the restaurant. Don't let each person order their own dish and then spend an hour trying to figure who owes how much - just order a set number of dishes and drinks, and ask the restaurant to give you the total amount. Divide that by the number of people, and have them pay you when they RSVP or arrive.
Be prepared to absorb the cost for the people who RSVP but don't attend, or who forget to bring cash, or whatever.
"Please attend our welcome home party.
Time, Date, etc.
RSVP to me at 123-4567
Meal is $10 per person, please pay in advance."

Thats a real toughy. Thats so inconvenient that the restaurant will only do one bill! thats ridiculous! Im not sure there is a tactful way to say Pay Your Own Way, HOWEVER, I also think that it would be understood. No one would expect an individual to cover the expense of their dinner, particularly if there is to be such a large group. An organization, or company, possibly... but not an individual.

But if the restaurant is being uncooperative with the bill, I'd find another restaurant, or have a set menu and know in advance what the cost will be per person.

You need to set a menu with a restaurant and put the amount on the invitation that also includes tax or tip or you will end up with a huge misunderstanding with your friends.

Do the invitation and say: Non-alcoholic drinks and dessert will be provided(you can provide a bakery welcome home cake) Tea , soft drinks or water won't be that expensive for you.After stating the drinks and dessert will be provided,then say,please feel free to order, at your expense, from the menu. The server can break down each order for the indvidiuals and collect it from each person at the table. You can leave the gratituity if you choose.
