A lot of city reviews on the Internet have people complaining about a lack of "nightlife" but I don't understand what that means. I'm getting the feeling that it means "bars" but I also think there are plenty of bars no matter where you go.

Nightlife is what you choose to make of it. It does not have to mean bars at all. There are coffee shops, book stores, resteraunts. Bars are only one part of night life. There are sports events, concerts. What they refer to is activities that have spice, flavor, like jazz or blues bars, rock clubs, things for all groups. Certain areas have closed some of those places that were popular with not just adults, but younger adults. You will always be able to find a bar somewhere, but finding other venues for people who like a bit more culture, spice, fun, dance clubs for instance, are on the decline. Its stuff like that they are referring to.

Nightlife can also mean restaurants aren't open late, no late movies, no shops open after 5 or 6, no late night concerts, no place to dance, it's like the town/city just "rolls up the carpet" around 9. Then what do you do? Go home. Blah.

that would be anything entertaining in the evening.
Bars, clubs (for dancing), theater,movies (with variety) a riverwalk with lots of open stores (or downtown area) pedestrian friendly area at night.
Nightlife= fun!!
