rather have an intimate birthday party for your child like with just family, or invite their entire class to a location. I'm against the whole class thing.

It is almost always best to have a small group. A good rule to go by is one guest per year of age of the child. So if a child is ten, no more than ten guests. Obviously, it's harder to give out invitations this way (if you are inviting friends), but you should only be inviting true friends, not everyone your child knows, so you should know the child's address or find it out. It's best to mail invitations rather than to give them out at school. Also, people whose children don't normally spend time with your child won't want to feel obligated to give a gift.

What does your child want? And how old is he or she? There should be some middle ground between taking the whole class somewhere and keeping the occasion family only (which I doubt that your child will like). One rule of thumb I've heard is invite one guest for every year of your child's age--but be flexible, so that that solution doesn't leave out one good friend because he's over the limit!

If your child is very young (like kindergarden) then do an intimate family thing. The older the child is though and the more parties they go to they would probably really like a party with their classmates at a fun location.

How old is the child? If the child is old enough to voice an opinion, and the class isn't too large, I'd ask him/her what he/she'd like to do. At least let the child have one birthday party with their little friends while they're still at home with you.
