we keep voting the city council hall complex down, why is the city moving forward with plans to have a new 1?

the voters have said no to the city each time, don't the city council represent us ?
how much money are they spending on something we do not want to pay for ?

The voice of the people is the supreme law and it must be followed - no to a new city hall.
