need answers for a young man whos now 21 but got letter in mail saying he had a phone back in 1999 he was a kid then of 14

Send the collection agency a "Debt Verification Letter". It is possible that it is an error or identity theft. He was a minor in 1999 and therefore could not have entered into a legal contract on his own.

The Fair Credit Reporting Act covers this situation. A notation of a judgment lodged against the subject of the credit report may not remain for longer than seven years after the judgment was secured.

For collection of debts, New York State has a statute of limitations of six years after the debt was incurred. This would date from the last charges accrued to the account. The now 21 kid may well have not passed the SOL yet.
