7-zip will open RAR and ZIP and many other archive files, and is completely free.

Look for a program called "WinRAR".
I have been using it for a few years now and though it says "Your 30 day trial has expired... Blah Blah Blah..." If you hit Cancle it will just go to the opened .rar file and you can export it to where ever you want the contents.
Great free program.

That's what I use. It's free and it's VERY easy to use. You just right click on the RAR file, then go to ZipGenius under the menu, then extract.
