Obviously, it depends on the language! However, assuming that you are talking about English then it depends on where you want to have the exam recognised. TOEFL is the USA exam and you must have it if you are not a native speaker and want to work or study in the USA. The IELTS exam is good for Australia and English universities. As for general exams, the Cambridge series, beginning with the FCE is very good. (Ignore the levels below FCE, they are just there to help Cambridge earn money.) I used to be a teacher and a Cambridge examiner.
