This depends on what state you live in, as most states will not give out that information for obvious reasons. If you were involved in an accident, then upon filling out the report, they should at that time give you the information, but they may only give it to an attorney.

You can't, unless it is for a legitimate reason. The search would need to be performed by a law enforcement agency. You would not be given the information unless they determined it necessary as a result of crime, accident or injury.

You cant but the police department can. If they were involved in an accident or crime, give the license number to the police.The Dept of revenue who issues licenses only gives this information to officials due to privacy concerns.

Illegally. The Driver's Privacy Protection Act (DPPA) makes it illegal for the DMV to give out this information except in very specific situations (subpeona, to police for public safety etc.).
