I don't know if anyone can give U an exact answer. But, I am a probation officer. Probably 80% of my caseload have prior arrests.

Besides being used as a chance to rehabilitate, many people get probation because jails and prisons are full.

In Texas, most low felony drug cases MUST get probation - they cannot be sent to jail unless it is a large quantity or the person was selling. This is the state legislature's attempt to keep the jails from filling up.

Unfortunately, over the years, I've had people on MULTIPLE probations at the same time - The most I ever had was 1 person with 7 cases at one time!

Well, if they're on probation my guess is that they ALL have a prior conviction...
