I was under the impression that the flag of the United States of America had 13 strpies (for the 13 colonies) and 50 stars (for the 50 states). Uhh...if there were such a flag as you're talking about, the extra stars might be representative of US territory that is not annexed as a state like California or Colorado is. This includes spheres of influence probably. No 51 star flag has been validated, but there have been proposals of a 51 star flag by supporters of adaptation of such areas as Puerto Rico, Guam, District of Columbia into statehood. These are territories that are commonly considered to be USA territory. The Unites States Army Institute of Heraldy has proposed a flag with up to 56 stars, using a staggered pattern. As far as I know, there has been no proposed addition to the stripes...
