i am a non resident from england am i covered by the national health from england if i need health care or do i have to have american insurance

NO you are NOT covered. You must have heath insurance.

As the first answer said - If you have an emergency, and you walk into the emergency room, they legally cannot turn you away - but they CAN bill you, and it may cost several thousand dollars.

You need coverage that is valid in the United States. Don't think England would be sending payment here for your care here. You would have to get a health insurance policy here.
