Unless the party's held in a restaurant, part of a company party, very upscale home, church-- a dress will probably Not be worn by most lady guests. Pot lucks by nature are generally more relaxed gatherings. This event is not a venue for a "look at me" type of attire (short, plunging, tight, eye popping color, etc.) Since it is a Christmas Potluck Dinner Party, I'd recommend comfortable dress shoes, dress slacks, a sleeveless or short sleeve blouse (red or festive), a jacket or sweater, in case you find the room cool at the place of venue. Glittering jewelry will help put a sparkle on your person; loud, festive jewelry will work--if, the rest of your attire is understated. Fancy jeans are an option, but I'd bet the other garments will help put you in a partying mood in a more positive way.
