I'm making a Cooper's stout kit when I pitch the yeast should I stir it or just spread it on top?

Your best bet is to make a starter. If you don't do that, then for the dry yeasts you can either pitch it right on top, or stir it in... I always give mine a little stir either way, just to help aerate everything.

you may want to read the instructions most yeast has to be activated first. heat water to 103 degs. add yeast let stand until it foams up then add to the mix. and you may find that those kit type beers are too sweet as they are mostly sugar
