The President

He's the only one that can command the troops to do something. Authorize, thats Congress.

The VP, has to have a pulse.

The President does. Even w/out Congressional approval he can send troops in somewhere, but for only a limited period of time

The president. He can send troops into a combat zone for up to sixty days, then he must get approval from Congress to keep them there longer.
