No, 2% milk is not a substitute for evaporated milk. The taste and texture are entirely different. Here is a recipe to make evaporated milk at home.
Evaporated Milk

1 1/2 cups warm water
1 cup powdered milk
2 tablespoons butter
In a small pan, mix powdered milk together with warm water. Heat over medium low heat, add butter. When butter melts, remove from heat, beat well, cool, and refrigerate.

No, it wont work. Better off to go to the store and get the evaporated milk in a can by Pet. Its over in the baking isle. Good luck!

No. The moisture and natural sugar contents are completely different. It should still bake okay, but it will be drier and the flavor will be a little off.
