THEY MAY know his name but the evidence required to convict in court is not available at this time and they would not seve any useful purpose by arresting someone with no evidence
I remember a case about 40 years ago when three murders were committed by the same man in Chesterfield the police knew who had committed the murders for four years before arresting the man in the meantime every move for four years was recorded round the clock by the police until the man was finally arrested and convicted. the mans name was Copeland and the murders were known as the carbon copy murders or the Clod Hall Lane murders because all the bodies were dumped there. the records of the observations on this man were kept in room the size of two double garages.
I have no doubt that the person known to police on merseyside is in fact being subject to the same and when the man breaks or the police do finally get the evidence to convict he will be in prison rather quickly.
you see you cannot just take someone to court and say this man killed someone you have to be able to prove it beyond reasonable doubt.arresting someone before the evidence is gathered does not give the police the chance to carry out a meaningful interview. the police require evidence and they have not got it YET

First of all...you seem to have a place with some serious issues of criminality!
But you give no details of which child case you're speaking of therefore it's difficult to make a comment about a specific issue.
There could be many reasons why law enforcement is having a difficult time apprehending an offender.
The lack of witnesses, jurisdiction, or sufficient evidence are just a few reasons why police may be having a difficult time finding this person.
When someone is murdered...the police do everything they can to solve the crime and convict the offender...but sometimes it takes time and cooperation from the general public who may have knowledge they're afraid to bring forward!

When a person is charged with a crime by the police, they must produce evidence for the crime in a court of law. Failure means the accused 'walks' - case dismissed. Saying that a person is known to have committed a crime is not the same as having proof positive, that the named person did commit the crime.
In English Law, justice must be seen to be done and only when there is no shadow of doubt, will a jury bring in a guilty verdict.
NOT GUILTY is the result of about 75% of all court cases.
Find the evidence. Don't even think of going to court without it. Clever lawyers will always make the fuzz and anyone else look totally stupid.

Until the good people of Merseyside can see that they are responsible for the murderer being loose, nothing will be done.
Merseysiders, get this person off the streets, strike a cause for lawful streets and shop anybody who causes such mayhem. You know who it is and he is laughing at you. The Police WILL protect your evidence with Professional Witnesses. Get real and clean up the Merseyside streets.

Big difference between knowing who the murderer is and proving it in a court of law.
Maybe if the good people of Mersyside who witnessed the tragic event were to come forward then the case could progress. I suspect many of the witnesses are fearful of what might happen to them.

The police claim to know who the murderer is, the public know who he is, the trouble is the spineless public won't put it otno official witness statements.
'Joe Public' is totally ignorant of how the law works and don't understand that without their cooperation, the offender will remain at large indefinitely

They actually have to find the person whith the name theyre looking for. A name alone wont catch criminals and many people nowadays actually have the same name so the police are being cautious til they are sure they have the right guy

"Because everyone says it's him" is evidence which might just fall in court.
