I think 15 mins is acceptable. Anything longer than that is inconciderate.

It depends on what I assume they are doing while they're leaving. If I think they are going to the bathroom, for example, I will expect them to be back in a few minutes.

In my experience, they may say 'be right back' which is commonly referred to and thought of as just a few minutes, but in the end it takes them around half an hour to return. We all do it, and it really irritates the other person.

if it is on the phone about a minute or so....60 seconds of dead air on a phone seems like a long time! In person, about 2 or 3 minutes max.
