The easiest way to do this to download the free Image Resizer PowerToy off the official Microsoft site. All you will have to do once downloaded is right click the image and select 'resize' and you can select the size you want. You can find it here:

Use photoshop 7 for this you can do it easily crop the photo in any size in photoshop 7, first open the file in photoshop, see the image size and resolution, open a new a4 document of the same resolution the move the photo in that and pull press cntrl + T and pull the corner by holding the ALT and SHIFT KEY and save as jpg

I would say about 10, if the novel pages are A5 because A5 is half the size of A4. (2 A5 novel pages to 1 A4 sheet) xx

You have two options.

Re-scan the photo at half the resolution you did before
or
Change the resolution in the printer driver.
Set the option in the driver to give you a print preview, then
you can see the size of the printout.

Use a graphic program (such as the MS Paint included free with Windows) to resize the picture.
