Because that's the color they choose. White looks really good with red terra cotta tile roofing for a Mediterranean look. White also looks good on a colonial style house, with a dark roof and dark window trim, plus a dark colored door (red or hunter green). It's very versatile and allows for just about any color accent. I even saw a white house around here that has black trim. And it looks great.
Why? What color do *you* think people should paint their houses?

In the UK, Houses in the 'International Style' or so-called Modern Movement (ie 1920's and 30's) are often painted white as that is what people have come to expect. It comes as rather a surprise to them to find that in fact these buildings were more usually subtly coloured. The fact that they were publicised in journals of the time using black and white pictures (often filtered to increase the contrast between the sky and the building) accounts for why we expect them to be painted white in reality.
Iconic buildings like the De La Warr Pavillion in Bexhill (UK) and the Isokon Building in London were beige and pink respectively, but were re-painted white as new paints became available. ('Brilliant' white was developed after World War Two). Happily these have now been repainted as their designers' intended.

Aside from the reflective-cooling in tropical areas like the Mediterranean and Philippines...
WHITE is a VERY easy and inexpensive paint to make (back when folks made their own white-wash).
Whitewash, or calcimine, is a type of inexpensive paint made from slaked lime (calcium hydroxide) and chalk (whiting). Other additives have historically included water glass, glue, egg white, Portland cement, salt, soap, milk or flour.
Similar reasoning to why barns are so often RED... the Iron Oxide to tint red-paint was readily available and cheap.
Plus the White and Red tend to weather rather well.
